No wonder the CEBU CITY MAYOR RAMA was able to gain adherents from, say, the mountain barangays where his infrastructure projects are visible and in Cebu City. No wonder, too, that the mayor, who looked lonely after he bolted from the BOPK early in his term, has looked formidable as a candidate because of the perception that he was able to deliver the services that his predecessor, Osmeña, failed to attend to because of his obsession with the South Road Properties. Rama repaved numerous roads, got Osmena Blvd walkways all widened and recemented, and built numerous parks which the city desparately needs.

City scholarship program favors councilor’s school

The Cebu City Council passed an ordinance to institutionalize the city scholarship program amid some objections in its session last Wednesday.

Councilors Jose Daluz III and Edgar Labella opposed the inclusion of Councilor Rodrigo Abellanosa in the scholarship committee because of a “conflict of interest” involving his ownership of the Asian College of Technology (ACT).

Abellanosa’s school accomodates the most number of city scholars. He is allied with Thomas Osmena.

Of the city’s 7, 000 scholars for school year 2010 to 2011, about 5,000 are enrolled in ACT.

Mayor Michael Rama said in a separate interview he would study the ordinance first to see if he needs to veto it.

“It’s about ethics, good manners and right conduct.  If he insists on it, then he is thick-faced,” Mayor Rama said.

Hope, violation of election rules, debate

In Cebu City’s south district, lawyer Aristotle Batuhan, the candidate of Team Rama, has dared Bando Osmeña-Pundok Kauswagan (BOPK) bet Rodrigo “Bebot” Abellanosa, an educator, to a debate. Bebot is reportedly not biting also. I understand why Bebot wouldn’t engage Totol to a debate. He is even almost silent in city council sessions.

But if a debate would be mounted, these two would crackle like fireworks: the first would be between reelectionist Mayor Michael Rama and his rival Rep. Tomas Osmeña and the second would be between Cebu City north district congressional bets Raul del Mar and Annabelle Rama.  From the Cebu Sunstar read it all here

Our take …
Conflict of interest stemmed from Councilor Rodrigo ‘Bebot’ Abellanosa having two masters — Cebu City taxpayers and his school. We found out that through the scholarship program, Abellanosa gets paid from the city coffers P10,000 per Cebu City scholar who enrolls in his school.

Under the law, he should have divested his interest from ACT at the onset. Instead, the councilor brazenly signed the Memorandum of Agreement with the Cebu City government as ACT president.

ACT Abellanosa’s future 

THE decision of the Cebu City scholarship committee not to accredit the Asian College of Technology (ACT) for the coming school year means no first year Cebu City scholars would be enrolled in the school owned by Councilor Rodrigo Abellanosa. This shows the risks involved when people who dabble in business become politicians.
